Melvindale city workers celebrated spring by making their city a little more beautiful in recent weeks. Melvindale Department of Public Works Director Joe Owens (right) plants flowers outside City Hall Wednesday with former DPW Director Randy Burns. Burns has been helping Owens plant flowers in the city part time.
