DEARBORN – Gov. Gretchen Whitmer announced the Feb. 23 appointment of Police Chief Issa Shahin and Angela Khater, both of Dearborn, to state boards, subject to Senate approval.

Shahin has been appointed to the Michigan Commission on Law Enforcement Standards, which promotes public safety in the state by setting standards for the selection, employment, licensing, license revocation and the funding of law enforcement and criminal justice in both the public and private sectors.

Shahin is a 25-year member of the Dearborn Police Department, and became chief in January 2022, becoming the first Muslim police chief in the city’s history.

He holds a bachelor’s degree in Political Science and a master’s degree in Homeland Security and Emergency Management, and has completed the School of Police Staff and Command – Executive Leadership Program, all at Eastern Michigan University. He will continue to represent the Michigan Association of Chiefs of Police through Dec. 31, 2026.

Khater has been appointed to the Michigan Board of Behavior Analysts, which was created to assist the Michigan Department of Licensing and Regulatory Affairs with the regulation and licensing of behavior analysts who utilize applied behavior analysis interventions that are based on scientific research and the direct observation and measurement of behavior and the environment.

She will represent behavior analysts engaged in providing clinical services for a term that began Feb. 16, and expires Dec. 31, 2025, and succeeds Stephanie Peterson, whose term has expired.

Khater is a licensed behavior analyst and clinical director for autism services for IOA Behavioral Health of Commerce Township. She received her bachelor’s degree in Marketing from Davenport University and her master’s degree in Behavior Analysis from Western Michigan University.
